Live baccarat dealer rules, from the third-card table to cards retired after 200 hours, that keep the dealer's hands off the result

Three lines first

  • The dealer does not choose whether a third card is dealt. The rules table decides
  • Connecticut's specifications put cards under two-person control and stop the shoe and card reader from revealing cards early
  • The Isle of Man procedures say dealers should not know their table until just before the shift

Search for a live baccarat dealer on Korean YouTube and the top result is a TV segment analysing a dealer dealing from the bottom of the deck. The question behind it is simple: can the person on screen change the result?

This post follows that question through documents. A game provider's rules and two regulators' live dealer standards each tie down a place where the dealer's hands could reach.

1.The dealer does not decide the third card

Third Card Rule: a fixed table that says, from the first two cards, whether each hand takes one more card.

Evolution's baccarat rules say the game is hosted by a dealer with eight standard 52-card decks (Evolution baccarat rules). If either side's first two cards make 8 or 9, no more cards are dealt.

From 0 to 7, the table applies.

The Player draws on 0 to 5 and stands on 6 or 7. For the Banker, each cell of the table pairs the Banker's total with the value of the Player's third card and reads draw or stand.

There is no cell in which the dealer chooses. Anything off the table counts as an error in the rules, and the error procedure takes over.

2.Where the documents tie the dealer's hands

If the table settles the play, what remains is the cards themselves: could anyone know or change their order? The Connecticut Department of Consumer Protection's live dealer equipment specifications, revised 13 December 2023, are the most detailed on this (Connecticut live dealer specifications).

Before the cards reach the table

Section 2.1 says cards and other consumables must be controlled by at least two licensed staff at all times until they reach the gaming table. Receipt, storage, counting, inspection, delivery, removal and destruction all fall under that two-person rule.

Pre-shuffled cards arrive in containers that hide their rank and order and carry serialized tamper-proof seals (2.3). Baccarat cards are retired for good after no more than 200 hours of use (2.4.1).

The shoe deals in order only

A six- or eight-deck shoe needs an opaque faceplate with a stop that keeps the next card from moving more than 1/8 inch (2.10.2). It must also have a device that stops cards moving backwards or upwards and being dealt out of order.

The bottom-dealing move in that TV segment is exactly what this device is there to block.

The card reader stays silent until the reveal

Live tables read each card and put its value on screen. Section 4.2 says an automated reader cannot communicate the outcome or a card's identity before the cards are publicly shown, and 2.4.3 bars using recorded card values to time a shuffle in the house's favour.

The Isle of Man Gambling Supervision Commission's inspection procedures cover the case where the reader gets a card wrong (Isle of Man inspection procedures). There must be a manual override, and its use must be clear to players.

The cut card sets the shuffle

The rules say play continues until the cut card comes out, and then a dealer or a shuffler shuffles. Connecticut stops an electronic shoe from showing the count of remaining cards or being used to time a shuffle (2.10.3), and requires automatic shufflers to be certified by a test lab (4.1).

Rotas and supervision

The Isle of Man procedures say dealers should not know which game they will work until just before their shift, with a random element in the allocation. Staff should not spend too long on one game, to cut mistakes and prevent collusion.

The same procedures require card duties to be split so that no one person handles them all.

A pit boss or equivalent must be present whenever gaming is taking place.

UK RTS 17 requires all dealer activity to be recorded (UK RTS 17). The Isle of Man adds that footage and game logs must be captured so they cannot be altered or deleted, and stored off-site.

3.When a card drops or is misread

The Isle of Man procedures list incorrect card detection, dropped cards, misdeals, aborted games and table closure as events that each need a procedure staff understand. Those events are also collected into statistics and checked for trends by game, staff member and table.

On the rules side, it is brief.

When an error occurs, the round is paused while the dealer notifies the service manager, and if it cannot be fixed at once the round is cancelled and initial bets are refunded. A malfunction voids the round and its payouts, and bets are returned.

4.Where these documents apply

Connecticut's specifications cover live dealer gaming in that state, and the Isle of Man procedures cover its licensees. A site under another licence answers to that regulator's rules, which need checking separately.

How rounds run from table to table is in live baccarat sites, and the odds the drawing table produces are in baccarat odds table.

5.One-line conclusion

What a live baccarat dealer does sits inside a frame of drawing tables, sealed cards, a shoe that only deals in order, readers that stay silent until the reveal, random rotas and recording, and anything outside that frame stops the round through the error procedure.
