It is 23:00 and the baccarat site's front page has been scrolled to the very bottom. Next to the licence number sit three or four small grey seals: eCOGRA, GLI, iTech Labs. The names ring a bell, but nothing on the page says what was actually tested.
Those seals come from testing labs. This post copies only what the labs themselves, a GLI standard and the UK regulator have written about the scope of their checks. It does not pick or recommend sites.
Testing lab: an independent company that tests game software and RNGs to a regulator's rules, then certifies them.
eCOGRA describes itself as an independent testing lab founded in 2003 and headquartered in the UK, with ISO/IEC 17025:2017 laboratory accreditation covering Great Britain, Greece, Denmark, Sweden and Switzerland (eCOGRA).
GLI has tested gaming equipment since 1989 and writes its own standards, among them GLI-11 (gaming devices), GLI-19 (interactive gaming systems) and GLI-33 (event wagering) (GLI standards).
The UK Gambling Commission publishes a list of 14 approved test houses as of 2 March 2026. BMM Testlabs, eCOGRA, six GLI entities, Gaming Associates, Quinel and RiskCherry are on it (approved test houses). A licensed operator has to appoint its test house from that list.
Malta keeps a separate list of approved audit service providers for system and compliance audits (MGA approved audit service providers).

In an RNG room the cards, and on a slot the reels, are decided by a random number generator. eCOGRA says its RNG certification reviews the source code, runs the output over many iterations for statistical analysis, evaluates whether the seed values are adequately unpredictable, and checks resistance to common attacks (eCOGRA RNG certification).
iTech Labs puts it in one line: if the RNG and scaling pass its tests, it issues an RNG certificate (iTech Labs). The UK testing strategy likewise requires statistical analysis of the RNG by an approved test house before release (UK Gambling Commission testing strategy).
Virtual games are examined through maths verification, source code analysis and game play, to confirm the game runs by its published rules. Whether the advertised return to player (RTP) comes out of that maths is checked here too.
After release the operator has to keep comparing actual RTP with the advertised figure. The strategy gives daily measurement over a rolling 30 days as one acceptable method, and it states that monitoring must not be so aggregated that it hides errors at a lower level.
GLI-19 is the standard for interactive gaming systems. Chapter 2 covers the platform and player accounts, chapter 3 the RNG, chapter 4 the game requirements, and section 4.18 live game requirements (GLI-19 v3.0). On successful completion the lab issues a certificate of compliance.
Live dealer tables are in scope as well. The UK strategy requires licensees running live dealer operations to obtain independent assurance from a regulator or a test house, and eCOGRA says it assesses software suppliers and live dealer studios every year through an onsite compliance review (eCOGRA eGAP).
The UK treats any software change that may affect the fairness of a game as a major update.
A change to the RNG, to scaling and mapping, or to the game rules means external retesting.
Everything else can go out as a minor update tested internally. In return, an approved test house audits a random sample every year to confirm the classification was right and that live RTP monitoring is in place.
GLI-19 draws the line in its purpose clause. Local public policy is for each jurisdiction to set, and internal controls such as anti-money laundering, financial and business processes belong in the jurisdiction's operational audit, not in laboratory testing. The lab looks at software in a controlled test environment; the operational audit runs separately, as often as the regulator decides.
Your own result is not on the list either. eCOGRA's dispute resolution page says game fairness does not fall within the remit of an ADR provider and belongs with the regulator, and that a poor return over a session or several days does not mean a machine is not functioning as intended (eCOGRA ADR).
Baccarat that has passed testing keeps the same maths. In real collected shoes with no gaps, banker wins 50.68 percent of decided hands, and after commission the expectation is -1.15 percent per bet. The seal says those numbers come out as the rules state; it does not change them.
No seal checks withdrawal speed, customer service or your local law. eCOGRA's ADR skips customer service too.
Licences and regulator registers are covered in baccarat site licence, and how far your balance is protected if a site fails is in baccarat site refunds.

Start by copying the text next to the seal. If there is only a picture and no lab name or certificate number in text, that is the first warning sign.
Click the seal and look at the address bar of what opens.
If the address is not the lab's own domain, the page may have been built by the site itself. eCOGRA notes that its monthly RTP reports are reached through an image on the casino homepage, so checking the address of the report that opens is the right habit.
When a certificate opens, read whose name is on it. eCOGRA seals come in an operator version and a supplier or studio version, so work out whether the company named is this site's operator or a game supplier, and check the date.

Last, see whether that lab is on a regulator's approved list. The UK list has fourteen names, and the Commission adds that approvals differ from house to house.

Hiddenpick is a Windows program that keeps on its server the betting rules that pick owners do not make public, and runs them as they are on the PC of the person who received them through a referral code. It currently runs on Evolution live baccarat at Stake (stake.com). What one bet is worth inside a game that has passed testing is laid out with real shoe numbers in the baccarat how to win guide.
