3.02. That is the number of the standard the Alcohol and Gaming Commission of Ontario (AGCO) set for internet gaming operators. Under it, games may be offered only within Ontario, and operators must have ways to catch programs that get around location checks.
Search YouTube for online casino VPN and the top results are mostly guides on connecting from somewhere else. This post does not cover how. It sets out only what a regulator's standard, a real operator's terms and the Korean statutes say about VPNs.
VPN: an encrypted tunnel between a device and the internet that shows sites an address (IP) from elsewhere.
The first thing a site sees is the connecting address. A VPN changes that one address.
The name and date of birth given at sign-up, the address on the documents sent for verification, and the bank account or wallet used for deposits and withdrawals all stay the same. So does the law of the country where the person lives. The documents below are all written with that gap in mind.
AGCO internet gaming standard 3.02 requires operators to detect and dynamically monitor the location of a player trying to play, and to block unverified attempts (AGCO internet gaming standards). After the first check, location must be checked again at reasonable intervals.
The same standard requires mechanisms to detect software, programs and virtualization capable of circumventing location detection. A connection made through a VPN is exactly what the standard tells operators to look for.
Standard 3.04 says the name, date of birth and address are collected at registration and shown to be complete, accurate and validated before an account is created. Under 3.05 the player affirms the details are accurate, and 3.09 allows only one account per gaming site.
Even when the connection shows another country, the address on the documents points to where the person lives.

Take the general terms of PokerStars, which shows a Malta licence (version 1.5, in force from 27 July 2026) (general terms). Clause 9.1 says people located in prohibited jurisdictions must not deposit, play real money games or otherwise use the services. It applies equally to residents of other countries while they are located there.
Clause 9.2 treats any attempt to get around geographical restrictions as a serious breach of the terms and a prohibited event. Its examples are manipulating the information used to identify location, such as by using a VPN, and giving false information about location or place of residence.
Clause 14.1.1 says that if a prohibited event is found, the operator will void transactions including bets, and confiscate all or part of the balance and winnings to the extent they come from that event. Clause 14.1.2 says money already withdrawn must be repaid if the operator asks.
The summary at the front of the same terms also says withdrawals are not processed while a prohibited event is being investigated. The order in which deposits and bets go through and then the withdrawal stops is already written in the terms.
The list of prohibited jurisdictions differs between sites, and these terms say it can change from time to time. Reading a site's list and its circumvention clause together before depositing is the right order.
Accounts blocked for other reasons, such as identity checks or dormant accounts, are covered in baccarat site account suspension.

Article 246 of Korea's Criminal Act punishes a person who gambles with a fine of up to 10 million won, with an exception only for temporary amusement (Criminal Act Article 246). If habitual, it is up to three years in prison or a fine of up to 20 million won.
Nothing in the article looks at the route used to connect. Article 3 applies the act to Korean nationals for acts done outside Korea. How overseas licences relate to Korean law is in overseas baccarat sites.
The warning.or.kr screen comes from a different law. Article 44-7(1)(6) of the Network Act bans circulating information on speculative acts prohibited by law, and the same article lets the communications commission, after review, order that such information be refused, suspended or restricted (Network Act Article 44-7).
Blocking stops access, while the criminal article looks at the act of gambling. Not passing through the block screen does not change that article. How a block is decided is in baccarat site blocking.

Anyone in Korea facing money trouble from gambling can talk to the Korea Center on Gambling Problems on 1336.
A VPN changes one connecting address, and the clause that lets a site take the balance and the Korean statutes stay in place whatever that address is.
Hiddenpick is a Windows program that keeps on its server the betting rules that pick owners do not make public, and runs them as they are on the PC of the person who received them through a referral code. It currently runs on Evolution live baccarat at Stake (stake.com). The program does not change or hide anyone's connection location, and what it does and does not do is set out in the baccarat betting program guide.
