Gambling site blocked: how Korea's regulator ordered 43,718 sites blocked in a year and what the warning page means

43,718. That is how many illegal sports betting sites the Korea Media and Communications Standards Commission (KCSC) ordered corrected in 2025 alone. In 2024 the figure was 69,350.

There is no published count for baccarat sites on their own. Every kind of gambling site goes through the same procedure, so this post sets out that procedure and then what to look at when the block screen appears. There are no rankings, no recommendations and no workarounds.

1.The numbers behind a block

On 8 June 2026 the KCSC's communications review subcommittee ordered 1,280 illegal sports betting sites terminated and blocked ahead of the World Cup (KCSC release). The same release ends with the yearly totals: 69,350 in 2024, 43,718 in 2025 and 5,279 in 2026 up to 8 June.

The figure of more than 40,000 a year counts sports betting sites only, and casino-type gambling sites are not published separately.

Corrective request: the KCSC's measure to carriers or operators after review, such as blocking access or ending service.

2.Who blocks, and on what basis

The decision is taken by the KCSC's communications review subcommittee. Requests from the National Gambling Control Commission (NGCC) or the police, and reports from the public, become review requests, and once the subcommittee votes a corrective request the internet providers block access.

The Korea Communications Commission announced on 12 February 2019 that https sites would be identified by the unencrypted SNI field and that seven internet service providers would carry out the block (KCC release). Of the first 895 sites it applied to, 776 were illegal gambling (policy briefing), and a blocked https site shows a black screen with no warning text.

On a plain http connection the block notice page appears instead. It states that the site was blocked after KCSC review under the Act on the Establishment and Operation of the Korea Media and Communications Commission, and that the operator may appeal within 15 days of receiving the corrective request (block notice page).

A block is decided per site address. A new address needs a new review.

In its work report of 12 December 2025 the Korea Media and Communications Commission said it would amend the law so that gambling information is added to the KCSC's written review track and blocked within 24 hours (work report).

The penalties sit in three laws. Article 246 of the Criminal Act sets a fine of up to 10 million won for gambling, with momentary amusement excepted, and up to three years or 20 million won for habitual gambling (Korean Law Information Center). Article 247 sets up to five years or 30 million won for opening a gambling place or space for profit.

Sports betting falls under Article 26 of the National Sports Promotion Act, which bans similar acts. Article 47 sets up to seven years or 70 million won for operators, and Article 48 up to five years or 50 million won for gambling through them (National Sports Promotion Act).

Article 30 of the Act on Special Cases concerning Regulation and Punishment of Speculative Acts sets up to three years or 20 million won for running a speculative business without a licence (Speculative Acts Act).

How the UK regulator counts the same work

The UK Gambling Commission's disruption report, published on 21 October 2025, says that since April 2024 it referred 447,778 URLs to search engines and 287,961 were removed (UK Gambling Commission).

Across about 160 websites it measured an average 32 percent drop in engagement after disruption: 91 percent after a registrar block, 60 percent after geo-IP blocking and 30 percent after removal by Google.

The Commission's own consumer guide says a licensed business must display its licence and link to the public register (licence check).

3.What to look at when the block screen appears

Only what the block notice page and the KCSC release say, in order.
▲ Only what the block notice page and the KCSC release say, in order.

Is the screen genuine

The notice page lives at warning.or.kr. The notice itself warns that pharming sites copying the page have been found, and that the real page never asks for personal data or prompts an install.

A screen that calls itself a block notice but asks for a login, a payment or an install is something else.

Which agency is responsible

The table on the notice page names the cyber police at 1566-0112 and the NGCC at 1855-0112 for illegal gambling. Questions about why a gambling site was blocked, and appeals, go to the KCSC's digital economic crime team at 02-3219-5822.

The appeal is the operator's procedure. The notice lists no channel for a user to ask for a block to be lifted.

Money left in the account

A block stops access, and no document includes a step for returning an account balance. The KCSC release says illegal sites that trade on World Cup interest are very likely to take deposits and disappear.

No official document suggests depositing more into a site whose block screen has appeared. Because Article 246 of the Criminal Act makes gambling an offence in Korea, this post found no legal route for recovering what is left either.

Workarounds and terms

This post does not cover ways around the screen. The UK figures above carry one caveat from the Commission itself: geo-IP blocking cut engagement by 60 percent provided that consumers were not using a VPN.

Site terms on circumvention differ from site to site and were not checked here.

Where to report

The KCSC complaint guide says a report needs the address, a title, the content and screenshots as evidence (KCSC complaint guide). The hotline is 1377 without an area code.

The NGCC takes reports at singo.ngcc.go.kr and 1855-0112 (National Gambling Control Commission). Outside Korea, the regulator for your own country is the place to check a licence and report a site.

When the block screen appears, read the address bar first and take a screenshot.

When the block screen appears

  • Address: it is warning.or.kr and it asks for no personal data or install
  • Agency: the notice table names the police (1566-0112) and the NGCC (1855-0112) for gambling
  • Money: a block includes no step for returning a balance
  • Law: Article 246 of the Criminal Act makes gambling an offence
  • Report: 1377, report.kocsc.or.kr or singo.ngcc.go.kr

4.One line to keep

A block screen means a reviewed decision has reached your own connection, and the only two things left to do are to confirm the agency and to report.

Hiddenpick is a Windows program that keeps on its server the betting rules that pick owners do not make public, and runs them as they are on the PC of the person who received them through a referral code. It currently runs on Evolution live baccarat at Stake (stake.com). The program has nothing to do with access blocks, and what it does and does not do is in the baccarat bot guide.

We are recruiting national pickster representatives, and those selected receive benefits worth $12,000, a one-year pass. Apply: https://hiddenpick.my/pickster
