4 groups. Search UK regulator material for the moments when an account is blocked or a balance gets stuck, and they fall into four groups: identity checks, withdrawal caps, dormant accounts and bonus terms.

For each one, here is what the regulator told sites not to do. These are UK licence rules, so sites under other licences can work differently.

1.How a suspension differs from held funds

Account suspension: the site blocks login or betting. Held funds: the account is open but the balance cannot come out.

From the player's side the two feel alike.

The causes differ, and the rules that deal with them differ too.

2.The most common block: when should identity be checked?

UK Gambling Commission licence condition 17.1.1 says identity must be verified before the customer gambles. The information includes at least name, address and date of birth. Before taking a deposit, the site should also tell the customer which documents may be needed, when, and how to send them.

New documents after pressing withdraw

Information that could reasonably have been requested earlier must not become a new condition of a withdrawal. That is the core sentence of condition 17.1.1.

There is an exception.

Information that another legal duty, such as anti-money laundering, requires at that moment can still be requested.

So when documents are requested at withdrawal, first check whether that request was explained from the start. If it was on the sign-up screen or in the pre-deposit notice, it is closer to the stated process.

Taking the balance because a check failed

On 29 August 2018 the UK Competition and Markets Authority (CMA) obtained an undertaking from one operator not to remove all or part of a player's money for failing to meet identity verification requirements.

A check that pauses betting or withdrawals was treated as a different matter from taking a balance already deposited.

Steps that reduce blocks

Enter the name, address and date of birth exactly as on the documents used at sign-up. If the payment method and the account are in different names, the check can take longer.

3.Withdrawal caps and dormant accounts

On the same day the CMA obtained undertakings from two operators not to impose any maximum limit on the amount a player may withdraw.

They also undertook not to take money from accounts left unused, whether through excessive charges or by removing the balance. Dormancy terms were among the items the CMA said concerned it most.

4.When bonus terms tie up a balance

In the CMA announcement of 1 February 2018, large operators agreed that players would not be required to play multiple times before they could withdraw their own money.

5.Where to get help

In Korea, Article 246 of the Criminal Act makes gambling a punishable offence. The rules above describe UK-licensed sites.
