According to a YTN report on August 30, 2026, Korea's Ulsan Metropolitan Police sent 13 people to prosecution in custody for promoting an illegal gambling site through YouTube live streams.
The group used software it built itself to inflate the streams' viewer counts in real time. Here is how baccarat live streams became an advertising channel, using only what was reported.
The site had run since November 2022, and the betting pool was reported at around 60 billion won. Police estimated the criminal proceeds at about 14 billion won and froze around 3 billion won before indictment.
Police received a tip in March 2025 and tracked the group for about 18 months.
Five members, including another leader, fled to Thailand, and Interpol red notices were issued.

The Ulsan group ran a separate traffic team and kept pushing viewer counts up with software. A police official said they inflated viewer numbers by raising view counts in real time.
Streams with many viewers are easier to surface in recommendations, and to a newcomer they look like a busy room. The point of the case is that the number on screen may not reflect real interest.
The May 2023 case from Seoul's Mapo Police has a similar shape. According to Insight, the group opened 33 channels with names like "Baccarat XX TV" and had about 110,000 subscribers.
Members who joined after watching these streams deposited 45 billion won over eight months. Police arrested nine people and detained four, on a charge of opening a gambling space.

In October 2024, Financial News reported that searching "baccarat" on YouTube in Korea turned up dozens of live streams viewable without any age check. It wrote that the comment sections were flooded with site addresses.
In National Police Agency data quoted in the same article, juveniles booked for gambling numbered 59 in 2015 and 328 in 2024 up to August alone.
That is a 5.5-fold rise.
The same article said patients aged 19 and under treated for gambling addiction rose from 27 in 2015 to 181 in 2024.
Betting pool: every bet added up, so money staked twice counts twice. Deposits: what members actually paid in.
That is why the two figures cannot be compared directly.

The investigation showed that viewer counts can be raised with software. A large number is no evidence that a stream can be trusted. Like the Mapo case, some groups open dozens of channels that all lead to one site, so several similar channel names are worth a second look.
Nobody can verify who posted an address in the comments or description. Before following one, check which regulator licensed the site. How to cross-check that is in the baccarat site licence article.
In Korea, Article 246 of the Criminal Act punishes gambling and Article 247 punishes opening a place or space for gambling. Anyone in Korea who finds it hard to keep control can call the Korea Center on Gambling Problems helpline on 1336.
What the two cases share is that a baccarat live stream's viewer count and comment links can be manufactured for promotion.
